Enhancing Competences to Meet Young Neet's Needs is the name of a European project that aims to improve the skills of public services that work with youth, with the aim of reducing cases of young people who neither study nor work. San Sadurniño participated in this initiative together with entities from Italy, Greece, Poland and Romania. The program started in 2015 is funded by Erasmus + and its ultimate goal was to obtain a good practice manual for youth dynamics of public and private institutions. The City Council celebrated this morning the so-called "multiplier event" to disseminate it to the main conclusions. In addition to technical personnel from different administrations and entities, the day attended youth from inside and outside the municipality and also the General Director of Youth and Volunteering of the Xunta de Galicia, Cecilia Vázquez, who described the project as "very interesting and necessary", pointing That their results "are exportable to other municipalities and entities."

Vázquez commenced his speech congratulating the City Council on the initiative, "important not only for San Sadurniño, but for all Galicia" and providing the "technical and advisory" support of its department to continue developing programs in the framework of Erasmus + or any other ". In this regard, the Director General recalled that Galicia is one of the most active communities - the 5th of the State, as he said - executing the funds of this European program "with the involvement of municipalities and entities."

The representative of the autonomous government - the first to intervene for agenda reasons - invited new people to "take advantage of the opportunities" offered by the actions nested in European initiatives, such as the Young Initiative or the Galeuropa program, through which They can "implement curricula and social skills, which is what companies demand".

Secundino García made an introduction to the project highlighting "the intense work of youth dynamism done in San Sadurniño and the other councils of the ECMYNN", pointing out that, in the Galician case, one of the main problems is precisely "the failure of youth" because of the current Demographic trend

The mayor focused part of his intervention in the municipal objective of involving young people in decision-making and, in particular, the implementation of the Youth House, which, in the words of García, "can not be left in a simple building" but must be Young people "who use it as you like." The mayor ended up highlighting the work carried out by technical staff in the last two years and added that ECMYNN was also "very positive" due to the possibilities offered by "learning from other people."

After the opening of the day, the talks about the main theme began: youth, social activation and integration in the workplace, starting with an X-ray exposed by local development technician, Ignacio Fernández, for whom the main problems of youth are "Unemployment or precarious employment, the failure of social mobilization and the low motivation". Circumstances accentuated by the crisis context and a "situation of economic and labor uncertainties" that favor the phenomenon ninnin.

Fernandez spoke about the difficulty to quote that they could be called thus, neets, that they would be a group of people who neither study nor work for different reasons and on which no reliable statistical data exists. However, what has been detected in the study is that it is a socially invisible group and that there is a lack of trust and a disconnection with the administrations due to the fact that they "do not speak the same language" as the youth.

For the technician the educational system "is failing miserably" at the time of facilitating the passage of education to the labor market and advocates, in accordance with the results of the ECMYNN, for "working non-formal competences", so-called "soft skills" or transversal subjects -communication, languages, etc.-, in addition to promoting self-knowledge, that youth set goals and learn to take on and manage risks, which are so important for the company. Issues to which the valuation of the effort and the empowerment of the talent must be united.

In addition to technical staff, in the morning there was also a representation of the young person who participated in the research and the various meetings held within the ECMYNN to know first hand the needs and aspirations of the young people of San Sadurniño and the rest of the region. The sociologist Ismael Blanco directed a small debate with three boys and two girls who left interventions that give them thinking. "At school, they do not train you as a person or about how to be happy. They do not teach us to know ourselves. Leave us personal training to help us build ourselves as people, to be the ones who give us the solution to our own problems. People have to be able to do what they like without forcing. We have to open our minds and let us study what we want. ", as  said boys and girls under 18.

Other experiences

The second part of the morning was focused on learning about other experiences, from the Eduardo Pondal Foundation, the City Council of A Coruña, the Provincial Council and the Directorate General for Youth.

On behalf of the Eduardo Pondal Foundation, Tamara Lema intervened to explain the projects developed by this entity located in Ponteceso, which has among its most notable projects the festival "Con V de Valarés" or the "Escoliña de Verán". Two initiatives that go ahead with volunteers and volunteers with knowledge in different areas that take advantage of both proposals to get to know and to advance in their professional and transversal training.

In addition, the foundation covers one of its fundamental objectives: "create identity around the village of Couto" and also "recover the social life" of the area through intergenerational work that has always been reproduced in villages. In fact, the Escoliña de Verán - a kind of holiday camp for boys and girls - impart people of all ages, who benefit from a practice of great use for their professional future.

On the part of the Deputation, the technical project and management Sofia Agrafojo, stressed the "change" that is being given to implement work with youth in the provincial entity, despite the complexity involved because of the distance between society and this body and the Fact that "there are many differences in the territorial context of municipalities" as well as in the policies that each one designs for this area of ​​the population.

On this matter, the counselor of participation of the City Council of A Coruña, Natalia Balseiro, said that the administrations "have to generate contexts so that young people know who they are", pointing out that "it is a mistake that there are concellarías of the youth and that most Of policies go to leisure "since, as he said," we are all people and policies must be transversal. " Balseiro also referred to the ways of connecting with young people, pointing out how indispensable is word of mouth: "It is important, in addition to networks, personal communication and that there are new people who are going to talk with other young people." To do this, in A Coruña, they set up the "youth antennas", that is, boys and girls who transfer interesting municipal information to their classmates. "It is young people who do this work, while acquiring skills by managing information and transmitting it in different ways."

The last intervention was that of the youth driver Fernando Rodríguez. He explained that his work in the Galician Youth Dynamics Network - formed by him and another 8 people - consists in reducing the existing gap between youth and the Xunta de Galicia. For this they are "very flexible" in terms of meetings with youth, focusing on informal meetings and no timetables to advise young people "on all programs that leave Santiago."

Rodríguez insisted that youth should take advantage of Erasmus + and, above all, European Volunteering since, as said "they transform people." According to Rodríguez, volunteering "is useful to meditate on the decision that must be taken at the end of the baccalaureate on what to study." He also spoke about the opportunities of the Young Initiative, with up to 5,000 euros of aid and an advance of 80% of the funds so that youth groups can carry out projects of all kinds. Finally, the technician reflected on the need to "outsource the possibility of failure" so that youth can take risks that will allow him to move forward.

The day with the closing day of the ECMYNN ended at 2:00 p.m. However, during the afternoon, the meeting is also being developed, "The Angered Account", in order to verify with young people the main data obtained and to seek a greater youth involvement in the definition of public policies geared towards training and leisure. Once NEET, always NEET? Making sense of NEETs policy and strategy

L’evento costituisce l’occasione per riflettere sul fenomeno dei giovani NEET alla luce delle innovazioni sviluppate dalla partnership strategica Erasmus+ ECMYNN (Enhancing Competences to Meet Needs of Young's Neets) e dell’imminente rilancio della Youth Garantee. L’evento, strutturato in due sessioni, prevede la presentazione dei principali risultati ottenuti dal progetto ECMYNN e una riflessione sulle priorità della nuova Garanzia Giovani. La partecipazione di personalità ed expertise regionali, nazionali e internazionali promuoverà un ampio dialogo arricchito anche dalle testimonianze offerte da un gruppo di giovani beneficiari finali del progetto. Il dialogo sarà facilitato da Romano Benini, autore della Trasmissione RAI “Il posto giusto”.

L’evento si terrà il 30 maggio 2017 presso la Sala Consiliare del Municipio di San Giovanni Teatino (CH), Piazza Municipio 18.
