Muncipality of San Giovanni Teatino signed an agreement with network of local stakeholders about new services for NEETs

On 29 September, Municipality of San Giovanni Teatino signed an important agreement with local stakeholders for co-testing new services aimed to local NEETs.

Indeed during the learning activity held in Patras in May 2016 (where new services were designed), Municipality team stressed the need to activate a network of local stakeholders able to give a contribution and to take part in providing these new services.

The agreement was signed by:

• Abruzzo Region, Department of Economic Development, Employment Policy, Education, Research and University

• Confesercenti Abruzzo

• Young Entrepreneurs Group of Confindustria Chieti Pescara

• CNA Chieti

• Soc. Consortile IRENE

• FIRA SpA

• Special Company "Development Agency" of the Chamber of Commerce of Chieti.

The Municipality of San Giovanni Teatino will run in reactivation and learning pathways for 15 young Neets selected for the testing phase with the aim to increase their employability; to identify aptitudes, inclinations and career aspirations and reporting them to organisations involved; to raise awareness among selected Neets about self-employment paths (SelfiEmployment); to disseminate what is emerging from the testing phase.

Abruzzo Region is committed to provide a preferential path for extracurricular internships under the call " Rafforzamento del Programma Garanzia Giovani " in the Operation Plan 2016-2018 ESF Abruzzo. Associations of Companies (the Young Entrepreneurs Group of Confindustria Chieti Pescara, Abruzzo Confesercenti, CNA Chieti) and the Consortium Irene undertake to become aware their organisations willing to host local Neets through internships, organize visits in companies and to involve employers for motivational speech addressed to NEETs. Fira Spa will host a guided tour at the co-working Fira Station for a group of local NEETs, "Agenzia per lo Sviluppo" of Chieti Chamber of Commerce will support selected NEET in selfemployment paths through informative actions, training and accompaniment in all stages. In addition to representatives of the organizations involved, the workshop was attended by some policy makers such as the Mayor of San Giovanni Teatino Luciano Marinucci, and the Council Member of Regione Abruzzo Marinella Sclocco.

 

During the workshop, lead by Alessia Di Giovacchino from Lynx, some intermediate results were presented. Nicola Trinchini presented two intellectuals outputs: the first one aimed to explore the NEET World; the second one aimed to identify and analyze case studies of services addressed NEETs. Then new services for local NEETs designed by Municipality of San Giovanni Teatino were presented by Iole Marcozzi. Finally Fabrizio Coccetti shared with stakeholders the rationale at the base of creation of the network. Last but not the least, two members of the Neet Peer Group, Francesca Valentini and Luca Trabucco, described their experience in design and implementation about strategy of engagement of NEETs and the local event addressed to local NEETs called Worknparty that took part on 19 September in San Giovanni Teatino.


New services for NEETs tested in San Giovanni Teatino

ECMYNN project is now in the phase of testing new services aimed to meet needs of different categories of NEET. These services were developed during a New Development Services Laboratory that took place in Patras (GR) in May 2016; youth workers belonging to organizations partners were involved in this Lab. Last version of services range was then completed later. These services have been developed in line with the learnings emerged from previous intellectual outputs. The first one provided a focus in the NEET world through a European Survey in which almost 900 NEETs were involved (120 Italians). From this survey a report called "Young people NEET in Europe: a survey on trans-national phenomenon" (IO2) has been realized.

The survey clearly shows two aspects:

- The world of NEETs is a different, specific world of young people with very different characteristics;

- Emerging issues / needs due to the following three main categories:

1. Cultural disconnection between systems (education, training, employment) and Neets world;

2. Ineffectiveness of support Neets that is too standardized;

3. Difficulty of interaction with employers

After this step, a shared reflection on existing solutions and good practices for strengthening services addressed  to Neets emerged. These solutions came from a study on approaches and methodologies used by organizations involved and best practices developed in national contexts of partners. The result was a report called "Facing emergency NEETs in Europe: strengths and weaknesses within employment services and vocational guidance and European good practices" (IO3).

Objectives:

- cultural connection between systems and NEET world;

- Provide continuous and personalized support to NEET;

- interventions of soft re-activation.

The pursuit of these objectives converge into creating a value for NEET to their reactivation and motivation towards personal development processes.

The services are designed in order to face needs by an innovative approach.

Benefits for NEET:

- Reactivation and motivation;

- Return to training courses or employability;

- Development of strategies for personal and professional growth;

- Increased employability;

- Increased chances of employment or education.

The strategy of the new services also provides connection with institutions and organizations (players) who can provide useful services to NEET by working on several dimensions:

- The way of communication;

- Organization can be activated to address these problems;

- Development and provision of a range of opportunities and services network- centered.

The new service framework is divided into three major value streams:

1.       Increasing the players-networks that provides services or useful opportunities for the activation and personal growth of NEETs;

2.       Strategies and activities of attraction/engagement of NEET (visible and invisible),

3.       NEETs in personalised pathway:

a)      reactivation through workshops of self-awareness and conception of personal and professional development strategies;

b)      motivation and personal mastery through workshop activities and visits to schools and companies;

c)       learning about employability through long and short internship, (job training) of vocational education and training;

 

d)      placement in work contexts (job or membership vacancies).
